India has undertaken significant efforts to revamp school libraries as a critical element in promoting reading habits and enhancing learning outcomes among primary school students. The National Education Policy 2020 underscores the importance of developing libraries as vibrant learning spaces that foster curiosity, critical thinking, and a lifelong love for reading. To operationalize this vision, the government has revised guidelines under the Samagra Shiksha scheme to strengthen infrastructure, expand book collections, and create engaging reading programs across government schools.

Financial support through library grants allows schools to improve physical facilities by creating well-equipped library rooms with child-friendly furniture and adequate shelving. Besides infrastructure, there is a strong emphasis on procuring diverse, age-appropriate reading materials, including storybooks, children’s magazines, and books in regional and tribal languages, to cater to varied linguistic and cultural backgrounds. The selection process involves state-level committees to ensure that book content aligns with educational objectives and promotes values of unity and social harmony while being accessible and engaging for different age groups.

Efforts to cultivate a reading culture go beyond materials and infrastructure by actively involving teachers, principals, and students in library activities. The government has introduced training programs such as NISHTHA (National Initiative for School Heads’ and Teachers’ Holistic Advancement), sensitizing school personnel on managing libraries effectively and integrating reading activities into daily learning. Activities like storytelling sessions, book fairs, reading clubs, and creative writing competitions are encouraged to make reading enjoyable and interactive, thus improving literacy and comprehension skills.

Modernization also includes leveraging digital libraries and online resources as part of the broader push for digital education. Initiatives like the National Virtual Library of India (NVLI) and digital library schemes provide students access to e-books and multimedia content, especially benefiting remote and underserved areas. Monitoring mechanisms, including digital portals for tracking library grant utilization, ensure accountability and continuous improvement. Together, these efforts aim to create dynamic, inclusive school libraries that nurture a reading habit and contribute meaningfully to holistic student development.
